Dean and Amy Sallas had a good life. Dean worked in real estate, buying and selling properties and also renting out units. He had amassed a considerable nest egg, in the realm of about $8 million. Amy taught school up until a stroke left her with some memory loss, at which point she took retirement. Her pension is in the neighborhood of $8,000 a month.
A series of events, launched by her adult children who wished to be able to access her pension, resulted in a guardian being appointed, over the objections of Dean. At that point, the story turns distinctly dark.
I WANTS YOUR WIFE
After a number of years, the guardian (Charles Golbert of the Public Guardian office) decided unilaterally to remove Amy from her home and marriage of over 50 years, without her agreement or the agreement of her husband. Amy was taken by force and put into a nursing home in 2019. There were no verified allegations of abuse of Amy by Dean.Unilaterally, the guardian also decided to block any contact between Amy and Dean. Nonetheless, Dean showed up for her birthday in April of 2021 at Belmont Village which is located in Buffalo Grove, Illinois. After a pleasant meal, he was suddenly collared by security and told to leave.
As he is not permitted to call his wife (and she has no phone available to call him), I volunteered to call her and speak with her. I found Amy Sallas to be bright, communicative and simply longing for contact with Dean. “I miss him so much,” she confided in me. “It’s like a part of me is missing.”
After speaking with her twice, my subsequent calls to her were blocked by Belmont Village, which informed me that I was not allowed to speak with her and that “no one from the outside could communicate with her,” on orders of the guardian.
Through court filings, it was determined that the guardian had all of Amy’s teeth pulled. Mention is made that she cannot tolerate the dentures. Toothless and now wheelchair bound (the accountings also detail a surgery which has destroyed her prior mobility) she is being held without contact between her husband or others.
Judges are in place to supervise guardianship proceedings, to ensure there is no abuse. The judge overseeing the Sallas case is Judge Shauna Boliker.
IS THIS A JUDGE OR WHAT?
Shauna Boliker ascended to the bench in 2014. For about 20 years prior, she worked as a prosecutor for the State’s Attorney’s office. She has approved actions by the Cook County Public Guardian and has repeatedly ordered Dean Sallas’s objections to be stricken from the record.A recent hearing — on July 13, 2022, to be precise — found Judge Boliker testifying from the bench. In this hearing Judge Boliker shed any accountrements of impartiality and made bold and patently untrue statements, supporting the isolation and physical and emotional abuse of Amy Sallas.
According to the transcript, Boliker stated the following:
“The Court: There is, again, no evidence of any criminal conduct. There is no evidence of any financial or elder abuse. There has been no evidence of any felony theft or any of the other allegations that have been made by Mr. Sallas, and there’s never been any evidence presented, at least not before myself, not before this particular Court.”
Boliker goes on to say that “The allegations of financial and elder abuse and felony theft and all of the other criminal conduct that has been enumerated by Mr. Sallas are going to be stricken as they are unsubstantiated claims. There’s been no evidence that’s ever been presented before this Court, as well as, I believe, the wrongful imprisonment and I believe kidnapping, as has been mentioned by Mr. Sallas. So the objections, in fact, will be stricken and dismissed in their entirety.”
Boliker goes on to state that “…going back to the fees, it shows the time that has been put into Ms. Sallas’ case, the way the Public Guardian knows Ms. Sallas, knows how she is doing, knows her wishes and her needs and responds to those certainly appropriately, which has led to her being in a good place, not only physically in a good place, but mentally being in a good place and being well cared for at this point, so that will also be allowed.”
I want you to let this sink in. Amy Sallas, bright, well educated and clearly missing her husband, has been isolated, her teeth removed, inflicted with surgery which has rendered her immobile, and the judge states that (Amy) is “in a good place, not only physically in a good place, but mentally being in a good place and being well cared for at this point…”
There is no court order supporting the isolation of Amelia Sallas. The Illinois statute concerning guardianship is very clear that the guardian does not assume the identity of the ward and can only act in the ward’s best interest:
“This is a pattern of abuse showing up across the country,” says retired attorney Ken Ditkowsky. “They usually wait til one of the spouses dies. In this case, they just pushed Dean aside.”
When judges act contrary to the law, one might reasonably ask why. The inevitable conclusion is that the judge, supposedly impartial, is prejudiced against one of the parties appearing in front of her. One of the chief ways to prejudice a judge is to buy them off.
First and foremost, it must be noted that Judge Boliker is not only devastating the fifty-plus year marriage between Amy and Dean Sallas, but is also ignoring the fact that Illinois is a marital property state, and that what belongs to Amy Sallas also belongs to Dean. Boliker has used her power to destroy their marriage and also to destroy Dean Sallas’s financial viability.
So what is in this for Shauna Boliker?
A search of Shauna Boliker’s finances, as disclosed in the Cook County Grantor Grantee index, reveals some rather disturbing patterns. For one, her loan activity is alarming. Going back to when Boliker first entered government employ as a state prosecutor in the early 1990s and up until the present, she and her husband, Dave Andrews, have taken out more than $3.5 million dollars in loans on their Chicago residence.
Loans are known to be a way in which dirty money is funneled to dirty public officials. In Boliker’s case, these loans fall into the pool of suspicious activity and are potentially redolent of bribery, due to the number of loans and the rapidity with which they are paid back. For example, in 1993 Boliker/Andrews took out a loan for $405,000, document #93644122. This loan was paid back by 1998 (document #98553269) In 1994, another loan, taken out in 1992 for $409,000, was reconveyed. So while the loan for $405,000 was active and being paid off, a loan for $409,000 was paid off within two years.
Boliker’s more recent loan history is no less concerning. In 2007, Boliker more than doubled an earlier line of credit, which was initially for $100,000, to $250,000 (document #0716513001). The initial mortgage/line of credit was taken out in 2004 (document#0421006089). At approximately the same time, Boliker and Andrews were served with notice that they owed the IRS over $384,000 and were hit with a tax lien in 2010 (document #1017904199). The tax lien is listed as satisfied in 2016.
In 2018 and 2019, the couple also incurred several Mechanics Liens from SN Peck Builders, who did work on their North Side Chicago home and were stiffed by the couple. Two of these Mechanics Liens have been satisfied and one is still pending at this time.
On at least two separate occasions, JPMorgan Chase has attempted to foreclose on Boliker’s home, due to her failure to pay her mortgage.

ShowJudge Boliker was contacted via email with questions about her financial history, which included a request that she show cancelled checks proving that she or her husband actually paid back these loans, as well as paid back the IRS lien. The sole response was tendered by court media representative Mary Wisniewski, who suggested that a complaint could be filed against Judge Boliker with the Judicial Inquiry Board should there be concerns about her fitness.
Parenthetically, in its 50 years of existence, actions by the Judicial Inquiry Board have only managed to remove a total of nine Illinois judges from the bench.
The media representative for the IRS, Anthony Burke, informed this reporter that due to IRS regulations he was unable to state whether the couple had actually satisfied the IRS lien or if it had somehow been “forgiven.” However, any unreported income, such as dirty home loans, are taxable income and income tax needs to be paid on such loans.
Recently, an alderman in Cook County, Ilinois, Patrick Daley Thompson, was convicted for tax evasion after failing to pay income tax on a suspect bank loan. This may be the first time that this issue has hit the radar. Up until now, the various legal entities, such as district attorney offices and Department of Justice employees, have been reticent to even accept the documentation of these sorts of payoffs, let alone exhibit any intentionality to prosecute their own.
I WANTS YOUR CAR
On July 25, 2019, Public Guardian attorney Lisa Casanova reported Amy Sallas’s car as stolen. In fact, it was parked at a neighbor’s. Dean Sallas advised the insurance company not to pay the claim, which was for $4,000. Nevertheless, the insurance company paid it.In 2022,the police subsequently located the car at the neighbor’s house during a police welfare check. Strangely, the officers ran the plates of several cars parked on the property. They got a hit on the Sallas vehicle and that very day returned with a towing company to remove the vehicle.
This reporter retrieved the reports on this matter from the Skokie Police and Village, but there was no explanation for why license plates would be mined on a welfare check.
There are a number of problems with this scenario. Again, Illinois is a marital property state, which means that even though a vehicle is registered to one of the Sallases, it is owned by both of them. Prior to towing the vehicle, the Skokie police informed Lisa Casanova that the vehicle had been located, but did not inform Dean Sallas. The car was towed sans a warrant, as well.
The Village of Skokie was contacted with questions about the legality of seizing the car without a warrant, as well as the failure to notify Dean Sallas that his car was “found” prior to the car being towed. Assistant City Manager Nick Wyatt referred these questions to Michael Lorge with the Village of Skokie legal department. At the time of going to press, Lorge has not responded to the queries.
Lisa Casanova made out like a bandit here. She was awarded $4,000 from the insurance company, even though Dean Sallas had informed the company that the car was not stolen and advised them to refuse to pay the settlement.
What emerges here is that the Public Guardian’s office, in the person of Lisa Casanova, seems to call the shots. Her position as attorney for the guardian of Amy Sallas appears to trump any rights that Dean Sallas may have to his own property.
And here lies the nut of the issue. If a guardian can stride into court, and through his or her very presence nullify all the protective mechanisms against government overreach — including the legal and affective bonds of marriage and the 14th Amendment to the US Constitution — we are all at risk.
I WANTS YOUR HOUSE
Dean Sallas is not under a guardianship, and at age 85 is remarkably astute and has the recall of a forty year old. Nevertheless, he has been stripped of nearly all his assets. He is now being evicted from his Skokie home, which he shared with his wife. The guardian took out a loan on Dean’s property for $175,000, failed to pay on the loan and failed to pay the taxes on the house. In late 2019, Byline Bank initiated foreclosure hearings. It should be noted that the home is prime real estate, worth in the neighorhood of a half million. The house was recently sold by Byline Bank and Dean faces eviction.On 8/17/2022, Dean Sallas received a letter from the Cook County Sheriff referencing the eviction. The loan — which resulted in the foreclosure on the Sallas home — appears to be a violation of Illinois statute concerning predation on the disabled. Here is the statute:
Ditkowsky has gone so far as to call the loan “criminal” and to call for the prosecution of Byline Bank.
I WANTS YOUR LIFE
At age 85, the former real estate magnate, with assets assessed in the realm of $8 million prior to the initiation of the guardianship, is facing homelessness. He told this reporter that he plans to live in his car.When asked what he will do when the weather turns, as it will in a few months in Chicago when winter hits, he said he planned to head south. “Walmart lets you sleep in their parking lots,” he told me.
