        Who do you go to when your civil rights are being violated?

        The answer in intact democracies is clear–you go to the police or to the courts.

        When the police and the courts are involved, then what?

        The saga of Amy and Dean Sallas prompts exactly these questions.

        Amy Sallas was taken against her will from her home in Skokie which she shared with her husband of over fifty years, Dean. Amy had been a schoolteacher and had retired. When there was a family squabble over her pension–it appears that her adult children wanted it and went to court to petition for guardianship over her–the state of Illinois got involved and she was appointed a state guardian. A number of years later, the guardian decided to remove her from her home.

        The Public Guardian went to court and stated that Amy was found wandering in the snow without shoes. The fact that a wellness check done that very same day by the Skokie police found no such evidence of risk did not concern the court or the guardian. Amy was taken and, by order of the guardian, she was blocked from further contact with her husband.

        This reporter has reviewed the wellness check made by the Skokie police and can confirm that no report of her walking barefoot in the snow was validated.

        And now, callers to the home in which she was forcibly taken are being told they cannot speak with her.

        In the annals of guardianships, these sorts of abuses are all too common. According to Dr. Sam Sugar, the Director of Americans Against Abusive Guardianships (aaapg.net), almost anyone is a potential victim. The general m.o. is to isolate, medicate and liquidate.

        What makes Amy Sallas’s situation unique is the fight being put up in court by her spouse. And now, her other line of defense–the police–appear to also be complicit.

        I spoke with Amy several times as her husband was no longer allowed to. In fact, when he showed up for her birthday at Belmont Village in April of 2021, he was, after a pleasant time visiting with his wife, summarily told to leave, “on orders of the Public Guardian.”

        So when I called her on Sunday–it was her 54th anniversary and her husband wanted her to know he was thinking of her–I was quite surprised when my call was not put through. Others also tried to call her that day without success.

        So I got on the phone to the local police in Buffalo Grove and asked for a wellness check. It is not unusual for those under guardianship to die in a facility and for the family not to be informed.

        An Officer “Holly”–she declined to give me her first name or badge number–responded to my call and made a call to Belmont Village. The fact that the officer refused to properly identify herself to me was the first big red flag. The phrase “Secret Police” comes to mind. Or possibly the officer became aware of the gross misconduct she was sanctifying and didn’t want her name out there.

        Secret Police officer “Holly” called me back, admitting she hadn’t spoken with Amy but informed me that the facility told her she was fine.

        NOT a wellness check, sorry Holly.

        But she said something else, which has prompted this report. There is a court order barring her from speaking with anyone but her guardian, she told me.

        The Cook County Circuit court denies the existence of such a court order. Here is an email from Elizabeth Smith, sent the following day (Monday January 24th)

        Attached is an order that states Mr. Sallas is not to interfere with the Guardian of the Persons authorities. Yet, we did not find an order say Amelia Sallas can only talk to her guardian. Please try Mary at the Chief Judges Office. Thank you.

        Further contacts with the Buffalo Grove Police were equally unproductive. “This is a civil matter,” declared an Officer Kreis. When Kreis was informed that crimes can be committed under the banner of “civil matters”–for example, it is not unknown for the guardians of alleged incapacitated people to commit theft of the wards’ assets–he admitted that this was true. But apparently kidnapping and isolating a vulnerable individual and attacking her civil rights are not going to be addressed by the Buffalo Grove Police.

        There is also an applicable federal law or two. Mention was made of Deprivation of Civil Rights Under Color of Law, Title 18 Section 242. No interest at Buffalo Grove PD in that, either.

        Calls to Belmont Village Director Brian Adelman were not returned. A call to the Chief Operating Officer of Belmont Village, which operates a chain of nursing homes, produced an amended response. Doug Lessard told me that there is an order from the Cook County Public Guardian, not from the court, denying Amy contact with anyone from the outside world. Lessard was asked for the date of that “order” as well as a copy. At the time of going to press he has not replied.

        Amy Sallas receives a pension of around $7000 a month. Per Illinois guardianship law, this money is now in the care and protection of the Cook County Public Guardian. One has to ask–are they fiercely protecting her rights as diligently as they are utilizing her money?

        The Illinois Guardianship law states the following:

        (755 ILCS 5/11a-3)

        (b) Guardianship shall be utilized only as is necessary to promote the well-being of the person with a disability, to protect him from neglect, exploitation, or abuse, and to encourage development of his maximum self-reliance and independence. Guardianship shall be ordered only to the extent necessitated by the individual’s actual mental, physical and adaptive limitations. The order shall conform with Sections 11a-12 and 11a-14.

        The emotional abuse inherent in isolating an 80-year-old woman from family and friends should not be ignored. The possible corruption of Judge Shauna Boliker, who has been overseeing this case, was discussed in previous articles and includes details of her own financial affairs, including multiple efforts by JP Morgan Bank to foreclose on her Chicago property, as well as tens of thousands of dollars in unpaid Mechanics Liens. One would hope that an Honorable So and So would not be desperate for funds.

        Boliker’s finances indicate otherwise.

        She and a Judge Edward Robles are overseeing the destruction of the Sallases, both economically and emotionally. It is worth noting that Judge Edward Robles, who does not seem to understand that as a marital property state, Illinois has no jurisdiction over Dean Sallas’s assets, appears intent on foreclosing on the Sallas family home, due to the fact of a loan that was taken out on the property by none other than the Cook County Public Guardian, then abandoned.
